Back in 1900, Police Chief John O’Connor made a deal with the criminals. If a criminal would agree not to commit any crimes inside the city limits of St. Paul, Chief O’Connor would not only leave them alone, he’d protect them. It kept the city safe. Jerome Marzullo stars as mob boss Harry Sawyer who administered this infamous system of protection. The FBI’s Public Enemy Number One, Alvin “Creepy” Karpis, (John Egan), once said, “If you were looking for a guy who hadn’t been seen for a few months, you usually thought of two places—prison or St. Paul.” If you were a gangster on the run in those days, there was a pretty good chance you were either in St. Paul or on your way there.
